I consider it like Ro with the Bajoran earpiece or Worf’s sash. A culturally important decoration which gets an exemption.
Behind the scenes, it simplified Ferengi makeup if you could just hang a curtain over the back of the actor’s head instead of having to apply a prosthetic.
