As Grand Nagus, I don’t think there’s anyone higher up to fire him. The position is a weird cross of king, CEO, and Pope. Only death or resignation seems to be able to oust a Grand Nagus.
Ferengi would have no problem assassinating him if doing so were more profitable than not. I suspect Leeta does some Lord Vetinari-ing behind the scenes to make sure that leaving Rom be is preferable.
